Welcome to the Survey on the Interchange Fee Regulation.

The European Commission - Directorate-General for Competition – („the Commission“) has contracted with Ernst & Young GmbH Wirtschaftsprüfungsgesellschaft („EY“) working together with a subcontractor - Copenhagen Economics A/S (“CE”), the development of a study on the functioning and application of the Regulation (EU) No 2015/751 on interchange fees for card-based payment transactions ("the Interchange Fee Regulation").

The purpose of this study is to collect and analyse key qualitative and quantitative market information from all Member States since the date of application of the Interchange Fee Regulation in order to comprehensively assess its effects on the EU card payments sector.

The study is intended to inform the European Commission when preparing the Report to the European Parliament and to the Council on the application of the Interchange Fee Regulation.

In order to allow for a comprehensive examination of effects linked to the Interchange Fee Regulation, the contractor is required to conduct a series of business interviews and collect information through questionnaires, in particular on fees, charges, costs, revenues and other relevant and accessible information, including changes in contractual terms and business rules.

Your participation in these surveys/questionnaires will be extremely valuable to ensure that the contractor can carry out its assignment as accurately as possible.

We would therefore highly appreciate the participation of your organization and the engagement of your staff to provide accurate and relevant information.

Please note, in order to have the final report delivered to the European Parliament in due time, the submission deadline of the Survey is 31 March 2019.
